For the purposes of this dataset, ESA is as defined in the Stormwater Standards Manual, which follows the definition in the San Diego Regional Municipal Separate Storm Sewer System (MS4) Permit issued by the San Diego Regional Water Quality Control Board. The ESA dataset is a combination of the following data sources: (1) Water bodies listed in the State Water Resources Control Board 2020-2022 Clean Water Act section 303(d) List of Water Quality Limited Segments, (2) water bodies listed in the Water Quality Control Plan for the San Diego Basin as having a RARE beneficial use, and (3) San Diego Multi-Habitat Planning Are (MHPA) Areas downloaded from SanGIS in September 2023. Some corrections to water body locations were made based on the USGS National Hydrography Dataset, internal City of San Diego Stormwater Department channel mapping, and aerial photos. A 200 foot buffer was been added around all of the elements derived from the above sources, except for the portion of Switzer Creek noted below, and then the buffered dataset was dissolved. The underground portion of Switzer Creek (downstream of Balboa Park area) does not have a 200 foot buffer drawn for it. No buffer was applied to this are because most properties the ESA line does not run directly through will have their runoff commingle with runoff from offsite areas and therefore not trigger ESA criteria per the Stormwater Standards Manual. |

ESAs as drawn on this map include both the ESA and a 200 foot buffer from the ESA. Exact locations of ESAs may vary somewhat from this map based on site-specific additional data collection, such as project-level survey and consultation with regulatory agencies to determine the limits of water bodies. In using the data, users should be aware that some of these data are generalized and not parcel based, and were created for use in regional projects.
