It classifies lands into Holland-style vegetation/land cover categories (e.g. Coastal Sage Scrub, Chaparral, Grassland, Riparian, Marsh, Agriculture, Disturbed). Each polygon corresponds to the vegetation present or interpreted to be present at the time of the 1997 MSCP mapping effort and provides the common reference layer that the regulatory document and associated MSCP maps point to.
