Description: An AT network is created for each forecast year in the model. It consists of all current and expected future roads for whichever year is being modeled as well as any other bike/ped paths that can be used. The model uses the bike classifications to estimate the utility of using these paths. The better the clasification, the higher the probability that bikes will be used between OD pairs.
